National Law University Odisha has not printed a chapter syllabus, a mark scheme or a previous paper for advertisement NLUO/NTR-03/27.09.2026. The newspaper text says shortlisted candidates will be interviewed. The eligibility note says the person must already know drafting, noting, correspondence, office procedure and government rules, and must be able to work on a computer well enough to pass a skill test. The pages that follow are for a retired officer who has done this work and wants to walk into the interview with the vocabulary sharp. They are not a degree course in public administration.
What the advertisement actually tests
There are five posts, all unreserved, all contractual, all limited to retired employees not older than 65. Three are Assistant Registrar. Two are Section Officer. The degree is a bachelor's in any subject at 55 percent. Law is useful in a law university and it is not the printed requirement.
The selection committee is looking at a career, not at a coaching note. Have the retirement order, the last pay level, and one or two files you can describe without breaking confidentiality: what the paper was, which rule you applied, what you proposed, and what the officer decided. A candidate who says "I supervised the section" and cannot describe a note will lose to a candidate who can.
The skill test is mentioned once, in the eligibility note: direct recruits work in a computerised environment and have to qualify a test. The advertisement does not print the software, the duration or the pass mark. Assume a practical check of the things the note already names. Typing a clean letter, finding a file, summing a column, and saving it in the right folder will matter more than a theory question on the history of computers.
No TA or DA is paid for the interview. Updates are on the university website. The advertisement says there will be no separate letter.
Noting
A note is the page an officer reads instead of the whole file. It has three parts, and leaving one out is the usual failure.
The facts, in date order, taken from the paper under consideration. PUC is that paper. If there are earlier papers, say so in a line and point to them. Do not paste the entire history.
The rule. Name it. If two rules seem to apply, say both, say which one governs this case, and say why. "As per rules" is not a citation.
The proposal. One sentence the officer can approve, modify or reject. A note that ends with "submitted for kind information" when a decision is needed has not done the job.
Write in short paragraphs or numbered lines. Use the third person for the applicant and the first person only for the proposal ("it is proposed"). Do not put a joke, a guess, or a remark about the applicant's character in the note. The note stays on the file.
Docketing is the entry that makes the paper findable: number, date, from whom, subject. A file that is not docketed becomes a pile. When you close a file, the number remains. Closed is not the same as destroyed. Destruction follows the record schedule of the office, not the convenience of a free shelf.
If you are asked at the interview to write a note on the spot, use a small fictional case and keep the three parts visible. A ten-line note with facts, rule and proposal beats a page of preamble.
Drafting and correspondence
A draft is the version placed for approval. It is not the letter. After approval, the fair copy is compared with the approved draft and then signed. Issuing the draft, complete with the queries still written in the margin, is an error.
Match the form to the reader.

A letter has the file number, the date, the address, the subject line, the body, and the signatory's designation. The subject line should tell the reader the case without the first paragraph. The body should say what is requested or decided, by when, and with reference to the incoming letter's number and date.
An acknowledgement tells the sender that the letter has arrived and quotes the number under which it will be dealt with. It is not the decision. Candidates mix these and then cannot explain, in the interview, why an applicant is still waiting.
A speaking order gives reasons. If the university rejects a request, the order should show what was asked, what was considered, and why the decision went that way. A one-line rejection with no reason is the draft a law faculty will not defend.
Confidentiality is part of drafting. A letter about a student, a staff inquiry or a health matter does not go on a notice board and does not travel in a casual mail to a personal address. Mark it, limit the copies, and record who received them.
Rules a retired officer is expected to use
The eligibility note says "rules and guidelines in the govt. sector". It does not name a manual. For an officer who retired from the Government of Odisha or the Government of India, the living knowledge is the office manual you actually used: receipt and issue, file numbering, levels of disposal, and what needs the Registrar's sanction rather than a section's.
A few rules come up in almost every administrative interview in a public university. You should be able to state them without a book.
The Right to Information Act, 2005. A public authority replies in 30 days. Where the request concerns the life or liberty of a person, the limit is 48 hours. Personal information that has no relationship to public activity, or which would invade privacy, has a ground for refusal, and that ground is not a way to hide a routine order. The university is a public authority. An Assistant Registrar who has never seen an RTI application will be asked what he would do with one on the first Monday.
Financial propriety, in plain words: spend only what you are authorised to spend, on the purpose the sanction names, and record it so an audit can follow the money. A comparative statement for a purchase, a bill passed only after the goods are received, and a reason recorded when the lowest quotation is not taken. You are not being recruited as the finance officer. You are being checked for whether you will create an audit objection in the first month.
Leave and service of the people you will supervise. You do not need every sub-rule. You need the habit of opening the rule before you allow or refuse, and of writing the rule number in the order. An oral refusal, with the file saying something else, is how staff cases begin.
Student and examination records, because this is a university. Marks, answer scripts and medical records are not conversation. A request from a parent, a lawyer or another department is answered through the proper channel, with the record, not from memory in a corridor.
Pay minus pension, because it is printed on your own appointment. If the committee uses that method, the consolidated pay is reduced by the pension you draw. The advertisement does not say the pension stops. It also says no other allowance is paid on top of the consolidated figure. Be ready to say, calmly, that you have read both sentences.
The level condition is a rule about you, and the panel will ask it. Assistant Registrar is Levels 11 to 14 of the Government of Odisha, held at retirement. Section Officer is Levels 7 to 10. If your last post was on the central pay matrix, be ready to show how that level sits against the Odisha level the note names, with the document, not with a guess.
The computer
"Adequate knowledge of basic computer applications" plus a skill test means the ordinary tools of a 2026 registry.
A word processor: a letter with a subject line, numbered paragraphs, and a header that carries the file number. You can find and replace a repeated error. You can save a PDF of the signed scan.
A spreadsheet: a list of applications with columns for name, post, level and whether the hard copy has arrived. A sum, a filter, a date sorted from earliest to latest. The closing date on this advertisement is a date in a cell, not a sentence you retype every morning.
Mail: the official address, a subject line that names the file, and no shared password written on the monitor. When a person leaves, the password changes. Student data does not go to a private mail "just for printing".
Files and folders: a structure another person can open. "Final-final-new" is not a file name. The advertisement PDF, the eligibility note and the job profile on the career page are the three documents to keep in one folder before you are even called.
The practice questions are short interview items on noting, drafting and these rules. Use them after you have described, on paper, one real file from your own service.
Before you seal the packet
Read the three PDFs on the career page once more: the newspaper advertisement, the job profile, and the eligibility note for the post you are claiming. They are not duplicates. The advertisement has the dates, the pay and the postal address. The eligibility note has the degree percentage, the pay levels and the skill-test line. The job profile says what the post does day to day. A shortlisting person who sees a packet aimed at the wrong post will not move you across.
On the top sheet, write the advertisement number NLUO/NTR-03/27.09.2026 and the post name. Put the Google Form printout under it. Then the degree and the proof of 55 percent. Then the retirement order and the page that shows the pay level. Then a one-page account of drafting and noting experience, with no confidential enclosures. End with a copy of a photo identity. Clip it. Do not send loose sheets in a larger envelope of old service books. The person opening the post on 31 October has five posts to fill and a closing time of 5:00 pm.
