Vacancies, the email subject and the 6 November close are on the recruitment page. This page is the circular's duties, the interview and the contract. There is no mock test because the circular prints no CBT.

There is no written paper

Para 14 of the vacancy circular: selection through interview. The ministry shortlists on essential qualification, desirable qualification and experience. It can call any number of people. It pays no TA or DA for that day.

A 100-question "MoEFCC GK" set would be invented. This site will not publish one.

What you take into the room is the duty list, your experience table, and the ability to explain a chemical-accident file the way a Crisis Control Room has to explain it to NDMA at 2 am.

What they will ask about

The circular's duty list is the syllabus.

The room. You attend matters that arrive through the 24x7 Crisis Control Room on chemical (industrial) accidents. You work three shifts, including night. If you have never done a night roster, say so in the interview only if asked, and do not pretend the circular allows a day-only posting. It does not.

The network. Coordination with NDMA, DCPC, PESO, State Governments and other stakeholders. Know what each of those four actually does in a chemical accident: national disaster direction, chemicals and petrochemicals policy, explosives and petroleum safety, and the state crisis group. A candidate who says "I will coordinate with all stakeholders" and cannot name PESO's role is reading the heading, not the duty.

The data. Monitoring, early warning, prevention, mitigation and preparedness. Collection and analysis of MAH unit data and accident reports. Post-accident analysis and situation reports. If your MSc or BTech never produced a situation report, write one this week from a published accident (Bhopal is history; use a recent MAH event in the public domain) and keep it to one page.

The tools. Development of IT tools and portals for chemical-accident management. MS Office and drafting are essential. If you have built a dashboard or a GIS layer, put the URL or a screenshot in the annexure, not a claim in italics.

The ministry paper. RTI, court matters, Parliamentary Questions, public-grievance references. The Red Book. Implementation of the Disaster Management Plan and the Crisis Management Plan for chemical disasters. These are Delhi secretariat skills. A lab-only CV needs a paragraph on how you have drafted or supported such paper.

The policy row. Point 9 wants you "well versed with the subject and current policy framework of the central and state governments" and "familiar with the international conventions or treaties related to the subject". Name the ones you have actually read: the Environment (Protection) Act framework, the MSIHC Rules, the Chemical Accidents (Emergency Planning, Preparedness and Response) Rules, and the conventions India is party to on chemicals. Do not list a treaty you cannot summarise in four sentences.

Publications. Point 9(vi) asks scientific consultants for peer-reviewed papers. The post title is Young Professional. If you have papers in the chemical-safety or disaster field, take reprints. If you do not, do not add a "communicated" paper that does not exist.

Contract, leave and secrets

Initial tenure one year, satisfactory performance. Extension needs the Competent Authority, IFD, and the 15 April 2025 guidelines. No regular-appointment claim. No second job.

Pay Rs 70,000 consolidated, tax included. No DA, HRA, CGHS, telephone or quarter. Official travel on SR 190 and the same 2025 guidelines. Increment 0 to 8 percent, Divisional Head, not automatic.

Hours match regular staff. Extra hours do not add money. Compensatory leave is discretionary. Biometric attendance. Missed punches can cut the month.

Leave: 1.5 days a completed month, pro rata from joining. More than 18 days in a year (pro rata) is unpaid for the extra days. No carry-forward into year two. Saturday, Sunday or a gazetted holiday inside a leave spell is not charged. Maternity leave follows the Maternity Benefit Act, 1961.

You are under the Official Secrets Act, 1923. You do not repeat control-room traffic. Conflict of interest or unsatisfactory work ends the contract without a reason. Two integrity references and a no-criminal-record undertaking are required.

Place of work is MoEFCC, New Delhi. There is no state-cadre option in the circular.

How to prepare the interview

  1. Print the circular. Annotate each duty with one example from your experience. If a duty has no example, write "I have not done this" and one sentence on how you would learn it. Invented MAH experience is worse than a gap.

  2. Re-read the 15 April 2025 consultant guidelines the circular cites (Admin 43012/1/2022-P-II). Age 32 and the increment band come from there.

  3. Draft a one-page note: "First 72 hours after a chemical release at a MAH unit." Include who you call (NDMA, PESO, the state crisis group), what data you pull, and what the situation report must contain. Take that note into the waiting room. Do not take a phone into a secrets-marked building unless they say you may.

  4. Check Annexure-I: signed, photograph, self-attested degree, experience, age, publications. Subject line Application for the Post of Young Professional - CCR. If you already mailed a different subject, send one complete set again before 6 November.

  5. Two referees who will pick up the phone. A "Dr Sharma, IIT" who does not know you is a failed integrity check.

What the circular cites and what it does not

The circular cites MoEFCC Guidelines dated 15 April 2025 (Admin 43012/1/2022-P-II [E-176223]) for age 32, the increment band, official-travel TA and DA, and any second-year extension. It cites SR 190 for official travel. It cites the Official Secrets Act, 1923. It cites the Maternity Benefit Act, 1961 for female consultants. It does not attach a written-test scheme, a hall-ticket date, a category-wise age table, or a walking-test kilometre.

If a blog sells you an "MoEFCC CCR GK booklet", that booklet is not this circular. Para 14 is interview. Shortlisting is on essential qualification, desirable qualification and experience. The ministry can call any number of people. It pays no TA or DA for that day.

Duty 3 names NDMA, DCPC, PESO and State Governments. Know the actual desk: national disaster direction, chemicals and petrochemicals policy, explosives and petroleum safety, and the state crisis group. Duty 5 is MAH-unit data. Duty 6 is post-accident analysis and situation reports. Duties 9 and 10 are the Disaster Management Plan and the Crisis Management Plan. Duty 11 is the Red Book. Duty 8 is RTI, court matters, Parliamentary Questions and public-grievance references. Those are secretariat skills. A lab-only CV needs one paragraph on how you have drafted or supported such paper.

Point 9 wants current central and state policy and the international conventions or treaties on the subject. Name the ones you have read: the Environment (Protection) Act framework, the Manufacture, Storage and Import of Hazardous Chemicals Rules, the Chemical Accidents (Emergency Planning, Preparedness and Response) Rules, and the chemicals conventions India is party to. Four sentences each. Do not list a treaty you cannot summarise.

Point 9(vi) asks scientific consultants for peer-reviewed papers. The post title is Young Professional. Attach reprints you have. Do not invent a "communicated" paper.

A 72-hour note you can defend

Write one page: "First 72 hours after a chemical release at a MAH unit." Include who you call, what data you pull from the MAH file, what the situation report must contain, and what you do not say on an open line because you are under the Official Secrets Act. Use a published accident in the public domain. Bhopal is history. A recent MAH event with a published report is a better drill.

Take that note into the waiting room. Do not take a phone into a secrets-marked building unless they say you may. If a duty on the list has no example in your experience table, write "I have not done this" and one sentence on how you would learn it. Invented MAH experience is worse than a gap.

Place of work is MoEFCC, New Delhi. There is no state-cadre option. If you cannot do nights, Duty 2 already answered you.

The covering letter prints the last date as 06/11/2026. The ministry recruitment table lists the same close. Send the mail so that it is in the inbox that day. A delivery failure on your side is not a ministry problem.

Annexure-I is the only form. Fill the essential and desirable qualification tables, the two experience tables, trainings, publications and languages. If a PhD is counted toward the three-to-five-year band, do not also list a job in those same years. Photograph and signature go on the form. Self-attested copies travel with the mail. Subject: Application for the Post of Young Professional - CCR.

The circular is on moef.gov.in. The apply path is on the recruitment page. There is no mock test because the circular prints no CBT.
