The Hazardous Substances Management Division of the Ministry of Environment, Forest and Climate Change is hiring four Young Professionals for its 24x7 Crisis Control Room on chemical industrial accidents. The circular is No. FPD-17/56/2022-FPD [E.188207], dated 14 October 2026, signed by Amit Vashishtha, Scientist E. It went on moef.gov.in under Recruitment on 17 October 2026. The PDF is the only source for pay, shifts, leave and the email rule.

The last date is 6 November 2026: 21 days from publication on the ministry site. There is no online form. You email a signed Annexure-I. If you have already sent the mail, keep the sent-box copy and the attachments. If you have not, the rest of this page is what the circular actually asks you to do.

What the post is

You sit in Indira Paryavaran Bhawan, Jor Bagh, New Delhi, not in a state pollution-control office and not in a laboratory. The Crisis Control Room takes chemical (industrial) accident traffic around the clock. The printed duties are not generic "research support":

  1. Attend matters that come through the 24x7 room on chemical industrial accidents.
  2. Work three shifts, including the night shift.
  3. Coordinate with NDMA, DCPC, PESO, State Governments and other stakeholders.
  4. Monitor early warning, prevention, mitigation and preparedness for industrial and chemical disasters.
  5. Collect, compile and analyse MAH-unit (major accident hazard) data and accident reports.
  6. Do post-accident analysis and write situation reports.
  7. Help build IT tools and portals for chemical-accident management.
  8. Assist on RTI, court matters, Parliamentary Questions and public-grievance references.
  9. Help implement the Disaster Management Plan and the Crisis Management Plan for chemical disasters.
  10. Update the Red Book.
  11. Any other work assigned.

If you cannot do nights, or you applied thinking this is a 9-to-5 desk in your home state, stop. The circular does not offer a day-shift-only option.

You report to the Director or Deputy Secretary, HSM Division. The engagement is full time. You cannot hold another assignment.

Pay, leave and what you do not get

Pay is Rs 70,000 consolidated a month, inclusive of applicable tax. The circular lists what is not paid: dearness allowance, residential telephone, government accommodation, personal staff, CGHS and medical reimbursement. Official travel TA, DA and hotel follow SR 190 and MoEFCC guidelines Admin 43012/1/2022-P-II dated 15 April 2025. No TA or DA for the interview, for joining, or for completion.

An annual increment, if given, is 0 to 8 percent, decided by the Divisional Head on performance. It is not automatic.

Working hours match regular ministry staff. Extra hours, Saturdays, Sundays and gazetted holidays do not add pay. Compensatory leave is at the Divisional Head's discretion. Attendance is on the biometric system. Late arrival or missing punches can cut the month's fee.

Leave is 1.5 days for each completed month, accrued pro rata from the joining date. Absence beyond 18 days in a year (pro rata) means no remuneration for those extra days. Unused leave cannot be carried into a second year. Intervening Saturday, Sunday or a gazetted holiday inside a spell of leave is not counted against the 1.5-day credit. Female consultants get maternity leave under the Maternity Benefit Act, 1961, as amended.

Read that leave arithmetic before you accept. Eighteen days is the paid ceiling for a full year, not 18 plus casual leave plus restricted holidays.

Who can apply

Essential qualification. MSc in Chemistry, Toxicology, Occupational Health and Safety, Industrial Safety, Environmental Health Safety and Management, Disaster Management or Environmental Science, or BE/BTech in Chemical Engineering, Environmental Engineering or Fire and Safety Engineering.

Experience. More than 3 years and up to 5 years in the relevant field, with computer skills. A PhD can count for up to 3 years of that experience, provided you do not also count experience earned during those same 3 years.

Desirable. MPhil, MTech, MSc, PhD, extra qualifications, research experience, published papers, and post-qualification work in the field. The circular also wants you to know current central and state policy, the relevant international conventions and treaties, and to have run multi-institutional programmes. Point 9(vi) asks applicants for "Scientific consultants" to have peer-reviewed publications. The post advertised here is titled Young Professional. If you have papers, attach them. If you do not, do not invent them.

Age. Upper age 32 years, as per the 15 April 2025 guidelines. The circular does not print SC, ST or OBC age bands for this engagement.

Other papers at interview. Two integrity references, and a self-undertaking that you have no criminal record and no pending criminal case.

How to send the form

Use Annexure-I in the PDF. It asks for name, father's name, date of birth, domicile, nationality, mailing address with mobile and email, permanent address, essential and desirable qualifications, essential and desirable experience, trainings, publications, languages, and a signed undertaking that the information is true.

Scan the signed form and the self-attested proofs. Email them to amit.vashishtha@nic.in. The subject must be Application for the Post of Young Professional - CCR. The Scientist E desk is J-310, Jal Wing, III Floor, Indira Paryavaran Bhawan, Jor Bagh Road, Aliganj, New Delhi 110003. That address is for identification. The circular says applications arrive by email only.

A late mail is "summarily rejected". An incomplete set, or a set without self-attested papers, is not entertained. Only shortlisted people are called. The ministry can call any number it wants, on essential and desirable qualification and experience. It can cancel the process at any stage.

Selection and what follows

Selection is by interview. There is no written paper and no admit card. That is why this site is not publishing a mock test for this circular. A fake 100-question set would not match any printed scheme.

If you join, you are under the Official Secrets Act, 1923. You do not repeat what you hear in the room to anyone not authorised to hear it. Conflict with government interest, or unsatisfactory work, ends the contract without a reason being assigned.

Initial tenure is one year, subject to satisfactory performance. A further year needs the Competent Authority, IFD concurrence, and the 15 April 2025 guidelines. The circular is explicit: temporary and contractual, no regular-appointment claim.

If you have already applied

Keep the sent email with headers. Check that the subject line matches the circular, that Annexure-I is signed, and that degree, experience letters and age proof are attached and self-attested. If any of those is missing, send one complete set again before 6 November, still with the printed subject. Do not send five partial mails.

If you hold A, B or C publications, make sure the list in item 13 matches the PDFs you attached. A claim that a journal article cannot support is a problem at interview, not a problem you can fix after the offer.

If you are near 32, check the date of birth against the 15 April 2025 guideline the circular cites. The circular does not print a separate crucial date for age. If the guideline is silent on a day-count, treat 32 as a hard ceiling and do not argue a one-day grace the PDF does not give.

If you cannot do nights, do not wait for a "day cadre" clarification. Duty 2 already answered that.

Watch moef.gov.in/recruitment/update for any corrigendum. The ministry can change the process. Email and the PDF are the record, not a third-party "apply online" button.

The 6 November close is printed, not guessed

The covering letter dated 14 October 2026 says the last date is 06/11/2026, "21 days from the date of publication of this advertisement." The ministry's own recruitment table on moef.gov.in/recruitment/update lists the same window: opening 17 October 2026, closing 6 November 2026. Do not count 14 October plus 21 days and land on 4 November. Publication on the website is 17 October. The printed last date is 6 November. That is the date that matters.

There is no "5:30 pm IST" line. Send the mail so that it is in the inbox on 6 November. A delivery failure on your side is not a ministry problem. Keep the sent-box copy with headers.

Annexure-I in the order the circular asks

The form is not a free CV. It asks, in this order: name; father's name; date of birth; domicile; nationality; mailing address with mobile and email; permanent address; essential qualification table (course, subject, university, year, division); desirable qualification table; essential work experience (organisation, period, name of work); desirable work experience; training programmes; publications; languages; a list of self-attested papers (degree, experience, age proof); extra information; and a signed undertaking that the facts are true and that you have no pending criminal case.

Fill every table. A blank experience row when the circular asks for more than three years is a reason to reject the set before interview. If a PhD is being counted toward the three-to-five-year band, write the PhD years in the remarks and do not also list a job in those same years. Point 9(i) forbids double counting.

Photograph and signature go on the form. Self-attested copies travel with the mail. Do not send originals. Do not send a hard copy to J-310. The circular is email only.

What aggregator pages usually skip

Most short posts will say "4 vacancies, Rs 70,000, apply by email". They will not tell you that the night shift is a printed duty, that leave is 1.5 days a month with an 18-day paid cap, that you sign the Official Secrets Act, that the increment is 0 to 8 percent, or that the subject line is a filter. They will also skip the ministry table that already prints 6 November 2026 as the close, and the Annexure-I tables that a pasted CV does not replace. Those lines are why a candidate with the right MSc still fails the first week, or never gets opened.

Duties, the interview and the contract wording are on the syllabus page. There is no practice set for this circular because para 14 is interview only.
