J&K District Judge 2026 Syllabus: Two 80-Mark Papers, Nine Questions Each, Annexure-C

Each paper is 80 marks in 2 hours. Attempt nine questions, three from each part. Viva is 40 marks with its own 50 percent floor. Paper-II names both CrPC 1973 and BNSS 2023.

The fresh District Judge notice dated 3 October 2026 attaches Annexure-C as the syllabus under Rule 8(i)(a) of the Jammu and Kashmir Higher Judicial Service Rules, 2009. Posts, the seven-year practice rule and the form are on the recruitment page.

How the papers work

Two papers, 80 marks and 2 hours each. Each paper has three parts with an equal number of questions. You attempt nine questions, three from each part. That is a choice paper, not a 100-question MCQ.

Call for viva: 50 percent in the written examination (45 percent SC, ST, PwBD), in a 3:1 ratio. Viva is 40 marks and itself needs 50 percent (45 percent for those categories). Rank is the sum.

Paper-I

Part I. Essay, precis, Constitution of India, legal maxims, translation of a passage Urdu to English or Hindi to English. Urdu is also an eligibility condition. Skipping translation practice is skipping a whole part.

Part II. Judgment writing, civil original and civil appellate. Partnership, contract, arbitration. Transfer of Property Act 1882, J&K Agrarian Reforms Act 1976, J&K State Evacuees (Administration of Property) Act 2006, J&K Alienation of Land Act 1995 (1938 A.D.), Specific Relief Act 1963. Motor Vehicles Act 1988 compensation. Marriage, divorce and succession for Hindus, Muslims, Christians and Buddhists.

Part III. CPC 1908. Interpretation of statutes. Acquisition and requisition of immovable property. Guardianship, succession certificate, probate, letters of administration. Eviction of unauthorised occupants from public premises.

Paper-II

Part I. CrPC 1973 / BNSS 2023. IPC 1860 / BNS 2023. Juvenile Justice Act 2015.

Part II. Judgment writing, criminal original and appellate. Evidence Act 1872 / BSA 2023. Penal laws in force in the UTs on arms, enemies and terrorist-related activities.

Part III. J&K Civil Service Regulations. General Financial Rules. Medical jurisprudence. Prevention of Corruption Act 1988 and NDPS Act 1985.

Prepare both the old code name and the 2023 name. A maxim question that still says "CrPC s. 162" can be answered from BNSS; a question that says "BNSS s. 180" cannot be answered from a 2019 notebook alone.

Viva

Forty marks. A written 50 percent does not save a viva below 50 percent (or 45 percent). The board can ask Urdu, a short judgment, and the Reorganisation Act's effect on which statute still runs in the two UTs.

Annexure-C does not print negative marking. It prints a choice: nine questions, three from each of three parts.

Paper-II Part-I names both the Code of Criminal Procedure, 1973 and the Bharatiya Nagarik Suraksha Sanhita, 2023. Evidence is both the 1872 Act and the Bharatiya Sakshya Adhiniyam, 2023. Penal law is IPC 1860 and BNS 2023. After the 2019 Reorganisation Act, 'laws' means the laws in force in the two UTs.
