UPSC Advertisement 12/2026: 13 Posts, Apply by 16 October

Overview

The Union Public Service Commission opened Advertisement No. 12/2026 on 26 September 2026. There are 13 posts, in four offices. The form closes at 6:00 pm on 16 October 2026. Apply only at upsconline.nic.in. The English advertisement is the PDF on upsc.gov.in.

This is direct recruitment by selection. It is not the Civil Services Examination, and it is not Advertisement 11/2026, which is a different notice with a different closing date.

The 13 posts

The advertisement names the pay level. It does not print a rupee salary. In the pay matrix under the Central Civil Services (Revised Pay) Rules, 2016, the first cell is Rs 44,900 at Level 7, Rs 56,100 at Level 10, and Rs 67,700 at Level 11. That is basic pay. Dearness allowance, house rent and the cardiology non-practising allowance are extra, and this advertisement does not print those rates. Do not treat a coaching-site "in-hand" figure as part of the notice.

The sugar-technology post and the cardiology post are not reserved for persons with benchmark disability. The advertisement still marks some disability categories as suitable. Read that table in the PDF before you decide the post is closed to you, and do not treat "suitable" as "reserved".

All four posts are permanent. The sugar-technology post and the cardiology post have one year of probation. The two law posts have two years. A Law Officer who is a direct recruit also has to complete an induction training of at least two weeks during probation.

What each post actually demands

The sugar-technology officer teaches, does research, and gives advice. The degree in science or engineering is not enough on its own. You also need an associateship in sugar technology, or a postgraduate diploma in sugar technology, and three years of the experience printed in the advertisement. A master's in chemistry, or an M.Tech in sugar technology, is desirable. So is experience of drafting scientific reports. Desirable is what UPSC uses first when it has to cut the list.

The Assistant Legislative Counsel drafts legislation and scrutinises statutory rules and orders. A law degree is essential, and then exactly one of these routes has to be true:

1. Member of a State Judicial Service for at least seven years.
2. A superior post in a state legal department for at least seven years. Superior means the post is not clerical, and the post itself requires a law degree.
3. A central government servant with at least seven years of experience in legal affairs.
4. A master's degree in law, plus at least five years of teaching or research in law. This route is five years, not seven.
5. A qualified legal practitioner who is not below 30. The advertisement defines that person: an advocate or pleader who has practised for at least seven years, or a Bombay or Calcutta High Court attorney of at least five years, or an attorney and advocate whose combined period is at least five years.

Periods in those offices and in practice can be added together, which is what Notes 2 and 3 of the vacancy allow. Preference goes to a person who has drafted legislation. A law degree with two years of chamber work meets the Delhi Law Officer post. It does not meet this one.

The Law Officer in the Land and Building Department assists on writ petitions about land acquisition, conducts acquisition cases and civil suits, and does the other legal work of that branch. The bar is lower than the legislative counsel post: a law degree, and two years as a legal practitioner or two years of legal work in a government office. The OBC rule for these three posts is the GNCTD rule, not the central list alone. If your caste is not in the central list that the form shows, the advertisement tells you to enter 0 or NA in that field, provided the GNCTD condition is met.

The cardiologist renders patient care, and conducts and guides research. Private practice of any kind is prohibited. That is why non-practising allowance is paid. The degree named is D.M. (Cardiology), after a recognised medical qualification, with three years in the specialty after the postgraduate degree.

How the shortlist works

Holding the essential qualification does not mean you will be called. If the number of forms is large, UPSC can shortlist on the desirable qualification, on a higher degree, on more experience than the minimum, on experience counted before the essential qualification, or by holding a recruitment test. There is no printed syllabus for that test in this advertisement. If a test is held, you have to clear both the test and the interview. The interview minimum, out of 100, is 50 for unreserved, 45 for OBC, and 40 for SC, ST and persons with disability.
