Who this notice actually reserves seats for

Reservation, age relaxation and fee concession are for residents of Punjab. A candidate from another State applies as Unreserved / General, pays Rs 1,200, and is not counted against a reserved Punjab roster. The one age exception is in-service employees of Punjab, Haryana, other States, the Government of India, the High Court, subordinate courts or the Union Territory of Chandigarh: they can go up to 45.

If a reserved category does not produce enough qualified names, leftover posts may be filled from unreserved candidates under the Explanation to Rule 7 of the Punjab Subordinate Courts Establishment (Recruitment and General Conditions of Service) Rules, 1997.

Qualification, Punjabi and a marriage bar

You need a BA or a BSc, or an equivalent degree, matriculation with Punjabi as a subject, and computer proficiency, all on the closing date. Punjabi in matric is not optional. A candidate who has a living spouse and marries again is disqualified unless the High Court grants an exemption under personal law.

Pay is Rs 29,200 at Level-5 for graduates, as cited from the Punjab Government letter in the notice.

Written test, then a qualifying computer test

Selection is a 2-hour computer-based test of 100 marks, then a Computer Proficiency Test that does not go into merit.

Negative marking on MCQs is one-fourth. Unattempted MCQs score zero. You need 33 percent in each subject and 40 percent in aggregate. The typed English answers are evaluated only if General Knowledge is at least 33 percent. Objective marks are normalised if the test runs in more than one shift. Subjective marks stay as awarded.

Computer Proficiency Test (qualifying)

  • Part I: spreadsheet, 10 marks, 10 minutes. Pass is 40 percent, which is 4 marks.
  • Part II: English typing at 30 words a minute. Speed is (words typed minus mistakes) / 10. Part II is checked only if the spreadsheet score is 4 or more.

PwBD candidates with both arms affected (BA) can seek CPT exemption with the disability certificate. Other PwBD candidates need the disability certificate plus a certificate from the Chief Medical Officer, Civil Surgeon or Medical Superintendent that they cannot type at 30 WPM, within 15 days of the written result.

The High Court decides how many candidates, category-wise, are called for CPT, and how many names to recommend. Vacancies can rise or fall.
