Overview

Indo-Tibetan Border Police opened the Head Constable (Education and Stress Counsellor) form at 12:01 am on 28 September 2026. There are 16 posts. The form closes at 11:59 pm on 27 October 2026.

The post is General Central Service, Group C, non-gazetted and non-ministerial. It is temporary and likely to become permanent. You can be posted anywhere in India or abroad. Service is under the ITBPF Act, 1992 and the ITBPF Rules, 1994.

Who this post is for

You need one of two degrees. Either a degree from a recognised university with Psychology as a subject, or a degree plus B.Ed. or B.T., or a qualification ITBP treats as equivalent. A B.Ed. without a degree is not the qualification printed here. A psychology diploma by itself is not the qualification printed here.

Men and women both apply. Subjects of Nepal and Bhutan can apply. A candidate in the physically handicapped category cannot apply.

Posts and pay

The vacancies are tentative. Ten percent of the vacancies are reserved for ex-servicemen inside each category. If an ex-serviceman vacancy stays empty, it is filled by a non-ex-serviceman of that category. If women are not available in a vertical category, that post is filled by men of the same category.

Pay is Level 4, Rs 25,500 to Rs 81,100. The post also carries dearness allowance, ration money, special compensatory allowance in specified border areas, free accommodation or HRA, transport allowance, leave travel concession and free medical facilities. On joining you choose the National Pension System, in force from 1 January 2004, or the Unified Pension Scheme, in force from 1 April 2024.

Age on 27 October 2026

The window for an unreserved candidate is a date of birth from 28 October 2001 to 27 October 2006. That is 20 to 25 years on the closing date. The date in the matriculation certificate is the only date ITBP will accept. A later request to change it is not considered.

SC and ST get 5 years. OBC (non-creamy layer) gets 3 years. An unreserved ex-serviceman gets 3 years after military service is deducted from his actual age. An OBC ex-serviceman gets 6 years on that method. An SC or ST ex-serviceman gets 8 years. A departmental candidate gets 5 years.

The category certificate has to be in your possession before 27 October 2026, in the annexure printed with the notice. Any other format is refused, and the application is then treated as unreserved.

For OBC (NCL), the non-creamy layer status is based on income in 2025-26, 2024-25 and 2023-24. For EWS, the income and asset certificate is for the financial year before the year of application, and the form in the notice is marked valid for 2025-2026.

Height and chest

Weight is not a reason to stop you at the physical standard test. Underweight and overweight candidates go forward, and the medical board decides fitness on the day of the detailed medical examination.

Chest is measured for men only. A woman candidate is measured by women staff. If you want the relaxed height or chest, you need the certificate in Annexure-V when the board asks for it.

Distant vision is 6/6 in the better eye and 6/9 in the worse eye, without glasses or lenses. Near vision is N6 and N9. Colour vision is CP III on the Ishihara plates. A colour-blind candidate is not eligible. Knock knees, flat foot, varicose veins and squint are not accepted.

A tattoo of a religious symbol or a name is allowed on the inner left forearm or the back of the hand, and it must be smaller than one quarter of that part. A tattoo removed before the test, if it has faded to a scar, can be allowed by the presiding officer and is then reviewed at the medical examination.

Fee

UR, OBC and EWS men pay Rs 100 on the recruitment website. SC, ST, women and ex-servicemen pay nothing. The fee is not refunded. A payment made outside the online gateway is not accepted.

How selection runs

The admit card names the date and the place. Carry a print of the application and the admit card. Mehndi or wax that stops the fingerprint machine will keep you out. A failed biometric check at any later stage cancels the candidature.

Physical efficiency comes first, and it carries no marks. Every event has to be cleared.

There is no appeal against the physical efficiency test. Ex-servicemen do not take it. They still have to clear the physical standard test, the written paper and the medical examination.

A woman who is pregnant of 12 weeks or more is declared temporarily unfit for the race and jump. The vacancy is kept for her. She is re-tested six weeks after confinement, with a fitness certificate from a registered medical practitioner. She still has to clear the physical standard test, the written paper, documentation and the medical examination, and she has to be in the final select list of her category.

Height and chest are checked after the race. You can appeal the measurement the same day. The presiding officer re-measures and writes the result there. If you leave without signing the rejection slip, that fact is recorded.

The written paper is for candidates who clear the physical standard test. It is 100 objective questions, 100 marks, 2 hours. ITBP will decide whether it is on OMR or on a computer. The subjects are General English 10, General Hindi 10, General Awareness 10, Quantitative Aptitude and simple reasoning 10, and Psychology 60. The psychology topics and the cut-off are on the syllabus page. There is no negative marking. There is no re-checking.

Merit is the written score, category by category. UR, SC, ST, OBC (NCL), EWS and ex-servicemen lists are separate. An SC, ST, OBC or EWS candidate who makes the unreserved list on his own marks is counted against the unreserved vacancy. There is no reserve list. A tie goes to the older candidate. If age is also tied, the name that comes first in the English alphabet is placed higher.

Shortlisted candidates then show original documents, and only those who pass documentation go to the detailed medical examination. The guidelines are the MHA uniform guidelines for CAPFs and Assam Rifles. If you are declared unfit, you can consent to a review medical examination within 24 hours. The review is preferably the next day. There is no second appeal, and there is no "temporary unfit" result at this stage.

Papers you will be asked to show

Matriculation certificate for the date of birth, degree certificates, and the category certificate in the printed annexure if you claim one. OBC candidates also sign the non-creamy layer declaration. Government servants bring the original no-objection certificate. Ex-servicemen bring the discharge certificate. Citizenship is checked with a domicile certificate, PAN, Aadhaar, driving licence or voter card. West Pakistani refugees settled in Jammu and Kashmir or Ladakh use the sarpanch or numberdar certificate in Annexure-VI, with the electoral roll. Carry four passport photographs that match the one on the form.

Before you resign later

A selected candidate serves at least 10 years. If you resign earlier, you refund three months' pay and allowances, or the cost of the training, whichever is higher. Basic training is compulsory. ITBP does not pay travel allowance for the recruitment tests. Disputes lie with the courts in Delhi.
